The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Stock and seconded by Bensley to amend the agenda to discuss an appointment to the Sac City Airport Commission and assessments for DD 19 and 26 and DD 81. Ayes all, motion carried.

It was moved by Bensley and seconded by Stock to approve the agenda as amended. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to approve an application for retail cigarette sales permit submitted by Carnarvon Inn in Carnarvon. Ayes all, motion carried.

It was moved by Bensley and seconded by Stock to approve a repair estimate of $600.00 for tile investigation in DD 17, Lateral 3-B located in Section 15, Viola Twp. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried.

The Board of Supervisors received notice of a vacancy on the Sac City Airport Commission and was advised by the City Administrator that, according to the agreement between Sac County and Sac City, the Board of Supervisors would fill that vacancy. No action was taken at this time.

It was moved by Stock and seconded by Bensley to proceed with an assessment of $94,000.00 to Joint Drainage District 19 and 26 (Sac and Buena Vista Counties) for the Special Common Outlet assessment with a 7% interest rate and a seven year waiver plan. Ayes all, motion carried.

It was moved by Bensley and seconded by Stock to proceed with a $325,475.00 assessment to Drainage District 81 with a 7% interest rate and a seven year waiver plan. Ayes all, motion carried.

It was moved by Bensley and seconded by Stock to approve an agreement with Jenny Edmonds Hospital in Council Bluffs, Iowa, for in-patient psychiatric treatment as presented by Dawn Villhauer-Murley, Sac County CPC. Ayes all, motion carried.

The Board and the CPC discussed a bill in the amount of $2395.91 from the Dept. of Human Services, outstanding since May of 2001. Sac County had disputed legal settlement of the client for which the charges had been incurred. No action was taken pending further investigation of legal settlement.

There was discussion regarding renewal of the Mental Health contract and appointing a mental health service provider. It was moved by Stock and seconded by Bensley to accept a proposal submitted by Howard Center to provide emergency care, consultation, outpatient therapy and psychiatry and medication assistance effective July 1, 2007, through August 31, 2007. Effective September 1, 2007, Howard Center Mental Health Services will provide some outpatient therapy, psychiatric services and dedication assistance. Effective September 1, 2007, Counseling Services LLC will provide outpatient therapy, emergency services, and consultation. Ayes all, motion carried.

It was moved by Bensley and seconded by Stock to table any action on the education portion of the mental health contract until such time as the stakeholders group could review the proposal in the Fall. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to request a waiver for appointing an accredited mental health provider and to name Howard Center and Counseling, LLC, to provide outpatient mental health services for fiscal year 2008. Ayes all, motion carried.

The Engineer submitted an update on the activities of the county road crews and the status of current maintenance and construction projects.

With there being no further business, on motion, the meeting was adjourned.
