The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding.
The minutes of the last meeting were approved as submitted.
It was moved by Hecht and seconded by Stock to amend the agenda to consider a liquor license renewal application.
Ayes all, motion carried.
It was moved by Stock and seconded by Hecht to approve the agenda as amended. Ayes all, motion carried.
Colin McCullough, drainage attorney for Sac County, Clyde Bartel, Engineer for the Iowa Dept. of Transportation and
Ivan Droessler, drainage engineer with Kuehl and Payer, LTD. were present to discuss a cooperative agreement between
Sac County and the Iowa DOT which would protect the drainage districts infrastructure intersecting the proposed highway 20
four lane highway. The realignment of highway 20 will affect six districts, including nine major tile crossings and three open ditches.
Some minor changes were suggested by the Board of Supervisors, which will be submitted to the District DOT Engineer for
consideration. No action was taken.
Scot McDonough, Sac County Ambulance Director, discussed a grant application through the USDA to secure a new ambulance.
It was moved by Hecht and seconded by Stock to adopt resolution 06-0425, agreeing to apply for financial assistance from
the USDA Rural Development to finance the purchase of an ambulance and to sign a certification of availability of other credit. Ayes all, motion carried.
Sac County CPC, Dawn Villhauer-Murley, reviewed the DHS plans to redesign the State/County MH/MR/DD funding mechanism.
In other business, it was moved by Hecht and seconded by Stock to support the Howard Center’s ability to apply to the
Department of Human Services for an exception to policy in order to increase hourly rate for Supported Community Living services.
The current rate is $24.52 per hour and the requested rate would be increased to $33.00 per hour. Ayes all, motion carried.
It was moved by Stock and seconded by Hecht to identify the Howard Center as the provider of mental health services for
Sac County. Ayes all, motion carried.
It was moved by Hecht and seconded by Stock to adopt resolution 06-0425A to enter into an agreement pursuant to
Iowa Code 28E, to join the County Rate Information System with the Iowa State Association of Counties and with other counties,
to form a separate legal entity to provide state-wide rate setting methodology. Ayes all, motion carried.
It was moved by Hecht and seconded by Stock to approve the removal of a beaver dam in DD 71, located in Section 7,
Jackson Twp. at a cost of $420.00 Ayes all, motion carried.
It was moved by Stock and seconded by Hecht to approve tile and intake repairs in DD 69, located in Section 30,
Douglas Twp. at a cost of $500.00. Ayes all, motion carried.
It was moved by Stock and seconded by Hecht to approve tile repairs in DD 59 located in Section 1, Boyer Valley twp.
at a cost of $900.00. Ayes all, motion carried.
It was moved by Hecht and seconded by Stock to approve a Class C liquor, Sunday Sales privilege and outdoor services
application submitted by Cindy Lawler dba Carnarvon Inn. Ayes all, motion carried.
The county engineer updated the board on activities of the county road crews and the status of current maintenance
and construction projects.
