The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding.
The minutes of the last meeting were approved with one correction.
It was moved by Bensley and seconded by Stock to amend the agenda to consider budget adjustments,
master matrix for the Douglas finisher and telephone bids for the South Annex. Ayes all, motion carried.
It was moved by Stock and seconded by Bensley to approve the agenda as amended. Ayes all, motion carried.
Sherri Wilson, Sac County Sanitarian, presented a revised master matrix evaluation for the animal confinement finishing
facility proposed for Section 6 of Douglas Twp. After some explanation, it was moved by Bensley and seconded by Stock to approve the amended master matrix for the Douglas Finisher and submit same to the DNR. Ayes all, motion carried. Lane Collins from the Sac County NRCS office presented a proposal for cost sharing on a box culvert replacement and repair of the road in Section 3, Eureka Twp. It was moved by Bensley and seconded by Stock to enter into an agreement with the U.S. Dept of Agriculture Natural Resources Conservation Service to complete grade stabilization on road structure in the little Sioux Watershed located between Sections 3, 4, 9 and 10, Eureka Twp. whereby the County will pay 45% of the estimated cost of the project and the NRCS will pay for the remaining 55%. Ayes all, motion carried. Estimated cost of the project is $51,300.00. It was moved by Bensley and seconded by Stock to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried. The county engineer updated the board on activities of the county road crews.
It was moved by Stock and seconded by Bensley to execute a 28E agreement with the City of Nemaha for maintenance
on the farm to market extensions within the city limits. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to award an asphalt paving contract to Fred Carlson of
Decorah for $1,264,776.98. The project includes County Road D-15 east of Nemaha to the County line and
County Road M-54 from County Road D-15 North to the county line. A total of approximately 9 miles.
Two quotes were received for project #LFM-CO81(SC05)-7X-81, seal coat work on County Road D-15
west of Schaller and County M-50 from US Highway 20 South to Iowa Highway 175. Blacktop Services of Humbolt submitted
the low quote of $121,376.22. Sta Bilt submitted a quote $13,000.00 higher.
It was moved by Stock and seconded by Bensley to approve a tile crossing between Sections 8 and 9,
Cook Twp. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to approve retail cigarette sales applications submitted by
Carnarvon Inn and Fuel Mart #790. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to approve the following adjustments to the current budget:
$4,517.00 from Administrative Management to General County Management and $8,542.00 from General Services to Policy
and Administration. Ayes all, motion carried.
The Board met via telephone conference with the Buena Vista County Board of Supervisors to discuss levies on
