The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding.
The minutes of the last meeting were approved as submitted.
It was moved by Bensley and seconded by Stock to amend the agenda to include consideration on repairs to DD 18. Ayes all, motion carried.
It was moved by Stock and seconded by Bensley to approve the agenda as amended. Ayes all, motion carried.
The chairman announced that final claims for fiscal year 03-04 would be approved on Tuesday, June 29, 2004 and that no
claims would be approved until July 20, 2004 for fiscal year 04-05.
Kris Babcock, Deputy Treasurer advised the board of certain parcels in Sac County with delinquent property taxes
and certain parcels owned by the State of Iowa and the US Department of the Interior with outstanding drainage assessments.
On the advice of the County Treasurer, it was moved by Stock and seconded by Bensley to abate the delinquent drainage
assessments on property owned by the US Dept. of the interior in the amount of $49.00 and delinquent drainage assessments
on property owned by the State of Iowa in the amount of $11.00. In that same motion the property taxes were abated on
parcels numbered 000493900R and 000819050R, Railroad Right of Way, in the amount of $2165.38, parcel number 0003657000,
the South 13’ of Bowery Street and Lot 3, Block 40, Beck, Guy and Platt’s Addition to Sac City, parcel number 0003657100,
the South 13’ of Bowery Street and Lot 4, Block 40, Beck, Guy and Platt’s Addition to Sac City in the amount of $81.00 and
parcel number 0003550000, Lots 1, 2, 3 and 4, Block 21, Original Town of Sac City in the amount of $99.00. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to approve a proposed channel cleanout in Drainage District 18 open ditch
located in the NW ¼ of Section 20, Jackson Twp. Ayes all, motion carried. The estimated cost of the repair is $600.00.
Sherri Wilson, Sac County Sanitarian, reported on the on-site inspection and matrix scoring process for two proposed
confinement animal feeding facilities located in Section 7 of Cedar Twp. and Section 36 of Douglas Twp. No measurements had been
provided for the location of the buildings at either site.
Gary Mahannah, City Administrator for the City of Sac City urged the Supervisors to recommend to the DNR that the
applications be denied because of the serious threat of contamination to the city’s water supply. Keith Spicer, a landowner
in the area being considered for the confinement feeding operations requested that the applications be denied because of
the contamination to the air and quality of living. Rosey Partridge thanked the board for taking the position of denying the
applications in their recommendations to the DNR.
It was moved by Stock and seconded by Bensley to recommend to the Dept. of Natural Resources that the
construction permit application for the Section 7, Cedar Twp. location be denied because of a low score on the matrix process
and because of its proximity to Sac City and the Highway 20 corridor. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to recommend to the Dept. of Natural Resources that the
construction permit application for the Section 36, Douglas Twp. location be denied because of a low score on the matrix process. Ayes all, motion carried.
Linda Siebrecht, County Recorder, continued the discussion on retaining the clerk’s position in the Recorder’s office.
The board questioned the number of documents handled by the Sac County Recorder’s office during the course of a year and
compared the numbers to counties of similar size. There was some discussion on maintaining a part-time position. No action
was taken pending further investigation by the board of supervisors.
It was moved by Stock and seconded by Bensley to adopt a resolution (#04-0608-1) establishing that any part-time
employee of Sac County who works at more than one part time position for Sac County and who regularly works an accumulative
total of 37.5 hours per week shall be eligible for the same benefits as other full time employees. Ayes all, motion carried.
It was moved by Bensley and seconded by Stock to adopt a resolution (#04-0608-2) establishing a part time clerk position
in the county treasurer’s office to attend the drivers license station on Mondays and Wednesdays. Ayes all, motion carried.
The Board reviewed an update of activities of the county road crews submitted by the county engineer.
