The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted.

It was moved by Stock and seconded by Bensley to approve the agenda as posted. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to approve the county Treasurer’s semi-annual report of funds for the period beginning July 1, 2003 and ending December 31, 2003 and cause the report to be published pursuant to Iowa Code. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to approve the transfers of $21,952.75 from General Basic fund to Secondary Road fund and $216,285.25 from Rural Basic fund to Secondary Road fund. Ayes all, motion carried.

John Torbert, Executive Director of the Iowa Drainage Districts Association, addressed the board regarding drainage proposals on federal and state levels. Drinking water standards are becoming a priority because of the nitrogen and phosphorous levels in the underground water system.

Ron Haden, County Engineer, updated the Board of Supervisors on the activities of the county road crews and advised the board of a grievance that had been filed as a result of the termination of Paul Fulcher. The grievance was denied.

At 11:15, as advertised, the Chairman opened the public hearing on the proposed Sac County Comprehensive Use Plan. Those present included Chris Whitaker from Region XII Council of Governments, Shirley Phillips SETD Director, Bill Foell, President of Sac County Farm Bureau, and Dennis Henrichs, local farmer and Farm Bureau member.

It was suggested that the comprehensive plan include maps of the approaches to the Storm Lake and Sac City airports and also a wind flow map along the area known as Buffalo Ridge.

After all discussion, it was moved by Stock and seconded by Bensley to close the public hearing. Ayes all, motion carried.

It was moved by Stock and seconded by Bensley to adopt the comprehensive land use plan with the additions as suggested. Ayes all, motion carried.

With there being no further business, on motion, the meeting was adjourned.
