The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding.
The minutes of the last meeting were approved as submitted.
It was moved by Stock and seconded by Hecht to amend the agenda to include discussion on an ordinance for wind
generator towers. Ayes all, motion carried.
It was moved by Stock and seconded by Hecht to acknowledge receipt of the Sac County Paramedics Union’s initial
proposal for contract renewal. Ayes all, motion carried. The Board of Supervisors agreed to have a response on Tuesday,
October 21, 2003.
Susan Doehrmann, Youth Program Coordinator for Sac County ISU Extension Council presented a proclamation to
the board concerning National 4-H. It was moved by Stock and seconded by Hecht to sign a proclamation observing the week of
October 5 – 11 as 4-H week in Sac County, Iowa. Ayes all, motion carried.
It was moved by Hecht and seconded by Stock to call for a public hearing on adopting an ordinance providing for the
special valuation of wind energy conversion property pursuant to Iowa Code Chapter 427B.26 on Tuesday, October 21, 2003,
at 10:00 AM. Ayes all, motion carried.
It was moved by Hecht and seconded by Stock to approve a claim on DD 274 for repairs. Ayes all, motion carried.
The Board of Supervisors met with County Attorney Earl Hardisty, Magistrate Judge Warren Bush, Assistant County
Attorney Tina Meth-Ferrington, Sheriff Roger Owens, Deputy Sheriff Keith Flink, Donna Geery, Sac County Clerk of Court and
Dawn Villhauer-Murley, Sac County CPC to discuss emergency procedures for the temporary detention and treatment of persons
who are incapacitated or impaired due to substance abuse or mental health problems when the court is not in session or when
normal detention facilities are full. Sac County currently uses Cherokee Mental Health Institute and the mental health facilities
in Clarinda as detention facilities.
After some discussion, the board directed Ms. Villhauer-Murley to establish some optional facilities to use when the
normal ones are full and to secure rates for emergency services.
The Board will meet with Ms. Villhauer-Murley on Tuesday, October 7, 2003, for further discussion.
It was moved by Hecht and seconded by Stock to approve a repair estimate on DD 19, Sac and 26, Buena Vista in the
amount of $950.00. Ayes all, motion carried.
It was noted that pursuant to Code, the Board of Supervisors would canvass the ballots of the special School Infrastructure
Local Option sales tax referendum on Tuesday, October 7, 2003, at 9:30 AM.
The County Engineer updated the Board on activities of the county road crews and the status of current maintenance
and construction projects. Several miscellaneous items were discussed.
It was moved by Stock and seconded by Hecht to approve application for tile crossing between Sections 7 and 8,
Wall Lake Twp. submitted by Margaret Clark and Ben Buehler. Ayes all, motion carried.
