The Sac County Board of Supervisors met in regular session with all members present, Jack Bensley, Chairman, presiding.
The minutes of the last meeting were approved as submitted. Marvin Wiley, Representing the Sac City VFW Post was
present to request the county contribute to the support and maintenance of the large American flag located in the memorial square
across the street from the Courthouse. The Board discussed possibility of sharing costs with the City of Sac City and local service
organizations. No action was taken. It was moved by Hecht and seconded by Kroeger to amend the agenda to consider action
on drainage district repairs. Ayes all, motion carried. It was moved by Kroeger and seconded by Hecht to approve repair
recommendations submitted by Kuehl and Payer on broken tile and washout area in Drainage District no. 23. The repair site is
located in the SE ¼ of the SE ¼ of Section 5, Sac Township with estimated costs of $400.00. The Board of Supervisors
acknowledged receipt of a manure management and pollution prevention plan submitted by Ronald Jacobson for Jacobson Finisher Farm.
The plan calls for distribution in Sections 3,6, 9, and 10 of Eureka Twp. It was noted that no soil samples had been taken to establish
current levels of phosphorus and potassium in the last three years. Vince Davis, Area Farm Bureau Representative, invited
the Board of Supervisors to a meeting with local landowners to discuss the wetlands mitigation bank proposal submitted by the
Dept. of Transportation located within DD 71. The meeting will take place on Wednesday, May 1, 2002, at the Community Center in
Early, Iowa, at 5:00 PM. Rick Robinson, Iowa Farm Bureau Director of Environmental Resources, will be present to explain how the
mitigation bank proposal worked in Wright County. Sac County Drainage Attorney, Colin McCullough, answered some questions
of the Board and Mr. Davis regarding wetland mitigation proposals and the responsibilities of the Supervisors as trustees for the district.
County Engineer, Ron Haden, updated the Board on activities of the Secondary Road crews and the status of current projects.
He noted that the bridge located between Sections 35 and 36, Viola Twp, had been re-opened to traffic on April 29.
It was moved by Kroeger and seconded by Hecht to adopt a resolution authorizing the County Engineer to close Sac County
secondary roads as described in the approved current construction program and for emergency closures for maintenance purposes
as deemed necessary by the County Engineer. Ayes all, motion carried. The Board and the Engineer discussed establishing
policy governing requests from landowners to install private drain tile in road ditch parallel to the county road. The Engineer was
directed to develop policy to address the issue on a case-by-case basis. A permit may be issued to the landowner to install tile in
the road ditch including maintenance, at their expense. The permit will define ownership and will be recorded in the County Recorder’s
