The Sac County Board of Supervisors met in regular session with all members present,
Rebecca Hillmer, chairperson, presiding. The minutes of the last meeting were approved as submitted.
John Johnson, Sac County Engineer, was present to discuss a clause in his contract addressing the
personal use of a county vehicle. Through further discussion, it was agreed that the clause should be
deleted and that the Engineer should be compensated. It was moved by Kroeger and seconded
by Bensley to delete the clause allowing the engineer personal use of a county vehicle and to compensate
the Engineer a one time payment of $1000.00. Ayes all, motion carried. The Board and the
Engineer discussed the placement of a salt shed at the maintenance facility in Wall Lake. The engineer
estimated a cost of approximately $30,000 for a hoop type structure with poured concrete side walls.
Bids on the salt shed will be accepted until 3:00 PM, on September 28, 2001. Ed Rund
introduced Dr. Gene Glass, a clinical psychologist from Carroll who will be working part time at the
West Iowa Community Mental Health Center. Dr. Glass informed the Board that he is available to do in
service seminars dealing with stress management, etc. Jackie Duffy, Sac County Public Health Director,
discussed additional staff to handle a family steps program through the county empowerment board.
It was moved by Bensley and seconded by Kroeger to proceed with implementing the program as suggested.
Ayes all, motion carried. Susan Dohrman, Sac County youth 4-H leader informed the board that the
week of October 7 through 13 has been recognized as National 4-H week and requested that the Board consider
local recognition. It was moved by Kroeger and seconded by Bensley to issue a proclamation recognizing the
week of October 7 through 13 as National 4-H week. Ayes all, motion carried. It was moved by Bensley
and seconded by Kroeger to direct the Chair to sign proposal submitted by Tri Leaf stating that certain property
located in Sac City and referred to as the K and W property be given a no further action status and agree to
pay $150 per well to have 8 test well plugged. Ayes all, motion carried. The Board discussed the proposed
code of ordinances submitted by the Region XII Council of Governments. Several changes were suggested by
various department heads. The department heads and a representative from the Council of Governments will
meet to discuss changes. It was moved by Kroeger and seconded by Bensley to sign an extension of a
28E agreement for joint exercise of inter county law enforcement. Ayes all, motion carried. The 28E agreement
includes 17 counties in Northwest Iowa. It was moved by Kroeger and seconded by Bensley to approve
the claims as listed on the claims register in the Auditor's office. Ayes all, motion carried. It was moved
by Bensley and seconded by Kroeger to approve the drainage claims as submitted for the various drains.
Ayes all, motion carried. There being no further business, on motion, the meeting adjourned.
