Board Room 10:00 AM The Sac County Board of Supervisors met in regular session with all members present, Rebecca Hillmer, Chairperson, presiding. The minutes of the last meeting were approved as submitted. James Tracy, Sac County CPC Coordinator, and the Board discussed the County Mental Health plan for FY 2001 - 2002. After some points of clarification, it was moved by Bensley and seconded by Kroeger to approve the plan as submitted. Ayes all, motion carried. It was moved by Kroeger and seconded by Bensley to amend the agenda to consider other business regarding the Mental Health service area. Ayes all, motion carried. The Board was informed of receipt of a check in the amount of $55,094.38. The check was assigned to Sac County for the purpose of offsetting Sac County's portion of support for a mental health consumer pursuant to Iowa Code 222.12. The County support originally was paid from the General Fund and subsequently paid from the Mental Health fund after 1996. It was determined that the funds should be divided between the General Fund and the Mental Health fund on a pro rata basis. It was moved by Kroeger and seconded by Bensley to adopt a resolution directing the County Auditor to disburse the assigned proceeds of $55,094.38 on a pro rata share of $36,729.58 to General Fund and $18364.80 to the Mental Health Fund. Ayes all, motion carried. The Board directed Mr. Tracy to discuss with the Sheriff purchasing a used sheriff's vehicle after July 1, 2001 to be used by the CPC staff. The two dept. heads will agree on a purchase price. Mileage rates for caseworkers were discussed. A rate of 34.5 cents as allowed by the IRS was requested for consideration. The Sac - Ida 28E board will consider a rate change. Karen Burchfield with the Iowa Workforce Development Center was present to propose a resolution be adopted by the Board calling for the continuation of the center in Sac City. In a prior meeting on this subject, the Board had requested specific costs assessed to Sac County employers to support the Workforce Development Center but had not received those numbers. Ms. Burchfield was directed to obtain specific numbers before the Board would consider the resolution. At 11:00 A M, as advertised, the Board met with the Buena Vista County Board of Supervisors to conduct a public hearing on the closing of a county road on the Sac - Buena Vista County line. Those in attendance included, from Sac County, Supervisors Hillmer, Bensley, Kroeger; Engineer John Johnson and Don Henson; Auditor James W. Dowling; County Conservation Director Chris Bass and conservation board member Barb Blum; from Buena Vista County, Supervisors Lorna Burnside, Doug Bruns, Herb Crampton, Jim Gustafson; land owners Harry Rassmusson, Bob Doyen, and Paul Monson. The bridge over the Raccoon River on 160th Street between Perkins Ave. and Quincy Ave. was judged by Calhoun - Burns Engineering as unsafe and the estimates submitted to the County Engineers suggested repairs costs of approximately $100,000 or replacement costs of approximately $400,000. The bridge is not eligible for BROS funds or Farm to Market funds so the entire costs would be local effort. Closing the road and removing the bridge was the least expensive option. The adjacent landowners including the Sac County Conservation objected to closing the road because of no access to certain properties. It was moved by Gustafson and seconded by Bensley to reduce the conversation to vacating the bridge and leaving the road as it is. Ayes all, motion carried. After further discussion, it was moved by Kroeger and seconded by Burnside to close the public hearing. Ayes all, motion carried. It was moved by Bensley and seconded by Crampton to remove the bridge on 160th Street between Quincy and Perkins avenues, and to close and vacate 160' of 160th Street where the bridge is currently located. Ayes all, motion carried. It was moved by Kroeger and seconded by Bensley to conduct a public hearing on Tuesday, July 10, 2001 for the purpose of closing the road located on the North side of Section 22, Levey Twp. Ayes all, motion carried. The public hearing will be held in the Boardroom at 10:00 AM. The County Auditor was directed to cause notice to be published. It was moved by Kroeger and seconded by Bensley to approve the transfers of $20,510.25 from the General Basic fund to Secondary Roads fund and $210,739.75 from the Rural Basic fund to Secondary Roads fund for the fourth quarter of the fiscal year ending June 30, 2001. Ayes all, motion carried. It was moved by Bensley and seconded by Kroeger to transfer $36,160 from State and Local Government Services to Interprogram Services. Ayes all, motion carried. The Board and the County Treasurer discussed a tax sale for some property with delinquent taxes. The treasurer was directed to contact interested parties for a possible assignment of the delinquent property. There being no further business, on motion, the meeting adjourned. Secretary S/ James W.
