September 1, 2009 Board Room 10:00 AM The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted. It was moved by Stock and seconded by Bensley to amend the agenda to consider zoning signs and a final report for New Opportunities. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to approve the agenda as amended. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to approve the claims as listed on the claims register in the Auditor’s office. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to approve the final report on County Substance Abuse Prevention Services provided by New Opportunities, Inc for fiscal year 2009. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to abate the taxes on county owned property as follows: Lots 1, 2, 3, and 4, Block 21 Original Town of Sac City for $54.00, Building on Leased Land in Section 25, Boyer Valley Twp for$186.00 and the North one half of Lot 5, Block 8, Original Town of Sac City for $202.00. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to approve partial abatements on property taxes totaling $1,106.00, assessed against property purchased by the Iowa Dept of Transportation along the new highway 20 alignment, said property having been purchased prior to July 1, 2009. Ayes all, motion carried. A copy of the entire list of partial abatements is on file in the County Treasurer’s office. It was moved by Stock and seconded by Bensley to abate the nuisance assessment on the North one half of Lot 5, Block 8, Original Town of Sac City in the amount of $44.10. Ayes all, motion carried. Larry Peyton, agent for Colburn & Son Insurance, reviewed the bond coverage for county employees and the possibility of increasing the coverage. No action was taken. It was noted by the Board that Sac County had received a Check from Iowa Communities Assurance Pool for $17,597.13. This represents the final one third of a phased return of vested members’ reserve funds. It was moved by Stock and seconded by Bensley to pay Kuehl & Payer for reviewing utility crossing applications through Sac County drainage districts and to seek reimbursement for said service from the specific utility company. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to approve application for approval of construction across Sac County drainage district submitted by West Central Coop to locate a gravel parking area, septic system and underground utility in DD 71 located in NE ¼ of NE ¼ of SE ¼ of Section 32, Jackson Twp. Ayes all, motion carried. The Board of Supervisors called for the annual meeting of DD 181 to be held on Tuesday, September 22, 2009, at 1:30 and directed the Auditor’s office to notify Calhoun, Pocahontas and Buena Vista Counties as well as Kuehl and Payer and the Sac County Drainage Attorney. Sherrie Wilson, Sac County Zoning Officer, discussed the zoning signs identifying Sac County as being zoned. The Board agreed that she should move forward with this project and to contact the county engineer’s office for ordering and placing the signs. The County Engineer updated the Board on activities of the county road crews and the status of current maintenance and construction projects.
