March 31, 2009 Board Room 10:00 AM The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted. It was moved by Stock and seconded by Bensley to approve the agenda as posted. Ayes all, motion carried. Keelie Thomas, with Group Services reviewed Sac County’s group health care coverage and offered some alternatives to the current policy to help control increases in premium. The increase on the proposed renewal was submitted at 15.44%. After discussing alternatives to the current policy and adjusting the County’s buy-down portion of the package, it was moved by Bensley and seconded by Stock to approve the renewal with Wellmark, Blue Cross / Blue Shield with an increase in premium of .7%. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to assign Group Services as the administrator of the County’s long-term disability policy effective immediately. Ayes all, motion carried. The County Engineer updated the Board on the activities of the county road crews and the status of current maintenance and construction projects. It was moved by Stock and seconded by Bensley to approve entering into an agreement pursuant to Iowa Code Section 28E with the Iowa Department of Corrections for the offender assistance program for part-time employment. Ayes Bensley and Stock; nays Hecht, motion carried. At 1:30 pm, the Chairman opened the public hearing for the Sac/Ida County Mental Health 2009 Strategic Action Management Plan. Lisa Bethune, Sac/Ida County CPC presented the plan. No one from the public was present to support or oppose the plan. It was moved by Bensley and seconded by Stock to close the public hearing at 1:55 pm. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to adopt the strategic action plan as submitted. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to designate Counseling Services, LLC as Sac County’s mental health care center. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to hold a public hearing for an amendment to the current county budget for May 5, 2009, at 10:30 am in the boardroom. Ayes all, motion carried.
