The Sac County Board of Supervisors met in regular session with all members present, Rick Hecht, Chairman, presiding. The minutes of the last meeting were approved as submitted. It was moved by Stock and seconded by Bensley to amend the agenda to hear from Keelie Thomas from Group Services, the county group health representative. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to approve the agenda as amended. Ayes all, motion carried. Keelie Thomas from Group Services presented the quarterly report of countys self fund medical expense for the quarter ending September 30, 2004. The report showed the total projected expenses at $27,848.76 and the actual expenses for the same period at $10,613.97. Chris Whittaker of Region XII Council of Governments reviewed the countys hazard mitigation plan and offered a prehazard mitigation plan proposal, which eventually be a requirement for the county. Region XII can obtain a grant in the amount of $1350 to pay for the implementation of the prehazard mitigation plan. The County would be required to contribute a $450 in kind match. It was moved by Stock and seconded by Bensley to participate in the plan and to utilize the grant. Ayes all, motion carried. Mr. Whittaker discussed the countys plan for developing a code of zoning ordinances for Sac County. Action on this issue was tabled until November 23, 2004. It was moved by Stock and seconded by Bensley to approve a proclamation recognizing the week of November 14 20, 2004 as Iowa State University Extension Week. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to approve an amended easement for a water line in the right of way of Rohlfe Ave from the Sac City city limits North to 235th Street. Ayes all, motion carried. It was moved by Stock and seconded by Bensley to accept a proposal from the City of Sac City to replace a section of concrete sidewalk in the northwest corner of the former Schultz property. Ayes all, motion carried. It was moved by Bensley and seconded by Stock to approve repairs to the main open ditch and main tile in Drainage District # 4 located in Section 4, Jackson Twp. Ayes all, motion carried. Estimated cost is $1200.00 It was moved by Stock and seconded by Bensley to approve a work order to remove a beaver dam in the main open ditch in DD 57 located in Section 12, Viola Twp. Ayes all, motion carried. Estimated cost is $350.00 Cara McKabe with Iowa Rural Water Association presented an ordinance for the Boards consideration, designed to protect the public well heads located in the unincorporated areas of the county. No action was taken pending review by the county attorney. The county engineer faxed an update of the activities of the county road crews and status of current construction and maintenance projects to the board for their review. The board acknowledged receipt of notice, pursuant to Iowa Code, of a petition seeking determination of a bargaining unit to include all full time and part time employees of the Sac County Sheriffs Department.
